Minutes February 2006

Minutes of a Meeting of the Bracebridge Heath Parish Council held on Tuesday 7th February 2006 held in the Village Hall at 7.15pm

Public Forum
The following matters were raised:-

Police
PC Annall reported that there had been 19 reported crimes within the Parish in the preceding month, offences included; thefts from motor vehicles, damage to motor vehicles, criminal damage, theft, burglary and assault. The Parish has no particular “hot spots” for crime currently; concentrated patrols in the Cathedral Heights area have effectively reduced incidents of anti-social behaviour in this area. Problems with youth disorder were mainly attributed to access to alcohol, members were urged to report any instances of shopkeepers selling alcohol to persons under the legal age and also the Police would be concentrating on this problem in the forthcoming months. A second Police Community Support Officer will shortly commence duties in Bracebridge Heath.
A member asked PC Annall if the crime detection rate for the Parish could be provided; PC Annall did not have the information to hand but would obtain it and report back to Council.
Members raised the lack of response from the Police regarding the provision of officers to direct traffic on Remembrance Sunday, several options were discussed including the closure of the road, and members stated that they hoped the matter would be pursued to ensure a satisfactory outcome. The Chairman confirmed that the Council would endeavour to ensure that the ceremonies on Remembrance Sunday are treated with the respect they deserve.
A member asked as to the powers of a PCSO, PC Annall briefly described the powers granted to these officers; the Clerk would obtain the required information and pass it to the member concerned.

County Council
County Councillor Mrs C Talbot sent her apologies, as she was unable to attend the meeting.

District Council
District Councillor Gallagher reported on the following matters:-
Business Rates – businesses are invited to make an appointment for a review of their business rates at the District Council offices in Sleaford.
Funding is available through WREN, Sue Chambers at North Kesteven District Council is available to assist with advice and applications.
Licensing of premises is now dealt with by the District Council, problems with noise, anti-social behaviour or disturbances should be reported to the Licensing Team at NKDC
Problems with anti-social behaviour - the advice from the District Council is to call 999 at the time of the incident and report the incident and crime reference number to the Anti-Social Behaviour team at NKDC.
District Councillor Gallagher advised the meeting that he fully agreed with the member’s comments regarding Remembrance Sunday and advised that County Councillor Mrs Talbot may be able to assist with the road closure.
Planning Law – District Council members are to receive additional training in aspects of Planning Law; District Councillor Gallagher has requested that this training be extended to Parish Councillors.
Cllr Mrs Manders raised a query regarding Viking Court; the hedgerow in front of plots 11 & 12 has been removed and also work has been carried out on a protected tree without the necessary permission. District Councillor Gallagher would ask the tree officer to investigate.

There being no further questions District Councillor Gallagher was thanked for his report and left the meeting

13/2006: Declarations of interest in items on the agenda
Cllr W H Rawson MBE, declared prejudicial interest in the planning application relating to The Old Tennis Courts, Churchill Avenue
Cllr Hunter declared a prejudicial interest in the planning decision regarding 8 Redhall Lane.
Cllr Spencer declared a prejudicial interest in the planning decision regarding Plot adjacent to ‘Heathcote’, Davy’s Lane



14/2006: Minutes of Previous Meeting
Council received the Minutes of the meeting held on 3rd January 2006; it was proposed and seconded that the minutes be approved as a true record.
Vote: Unanimous
Resolved: That the Minutes of the meeting held on 3rd January 2006 be approved as a correct record and signed by the Chairman




15/2006: Matters Arising
Police – A letter of acknowledgement has been received from Lincolnshire Police, Council’s comments have been noted. The Chief Constable is looking into the matter raised. No further response has been received; this is consistent with problems experienced by other Parish Councils. The details of the problems experienced will be passed to The County Secretary of LALC to raise with The Chief Constable. Regarding Remembrance Sunday 2006 Inspector Key has called the Clerk to confirm that the Police will endeavour to provide officers to assist with traffic but can not make any guarantees as demand is always greater than the number of officers available. Initial information and contact details regarding road closure have been obtained from Mike Rizan, Highway Officer at Lincolnshire County Council.

S106 – St John’s Park - NKDC North Area Planning resolved on 29th October 2002 that interest would be paid on £40,000 if necessary. This information has been passed to the officer dealing with the matter. The officer dealing with the matter has responded with his personal interpretation of the minutes; correspondence has been return to NKDC asking for clarification of the position as confirmed by the Full District Council

Byelaws – advice from LALC has been received. Byelaws will cease to operate with effect from 1st April 2006 with the introduction of new legislation. NKDC have the power to create alcohol free zones, the first step towards this would be a Council resolution identifying the area in which a ban would be beneficial. Therefore the matter to be referred back to Playing Fields, Allotments & Open Spaces Committee to discuss potential areas for a ban

16/2006: Planning, Lighting & Roads Committee
Cllr S Manders reported no meeting of the Committee held. The following planning applications and decisions had been received:-

17/2006: Playing Fields Allotments & Open Spaces Committee
Cllr Fletcher reported that no meeting of the Playing Fields, Allotments & Open Spaces Committee had been held

18/2006: Upgrades to CCTV coverage at Recreation Ground
Members of the Playing Fields, Allotments & Open Spaces Committee had attended a demonstration of potential upgrades to CCTV to cover and protect the current developments at the Recreation Ground. All members agreed that upgrades were essential to protect the investments the Council has made in the facilities. To date only two quotations had been received from interested parties, a further one quotation was awaited. It was proposed and seconded that the upgrade of the CCTV be approved and the sum of £12,000 be allocated from Council reserves towards the cost of the works. It was also proposed and seconded that Executive Powers be granted to the Finance & General Purposes Committee meeting to be held on 20th February 2006 to select the contractor.

Resolved: The CCTV system on the Recreation Ground is upgraded and the sum of £12,000 be allocated from Council Reserves to complete the works.

19/2006: Parish Litter Picking Event
It was proposed and seconded that a community litter picking event be held on Saturday 8th April 2006

20/2006: Report from Recreation Ground Committee
Cllr Ward reported on the meeting of the Recreation Ground Committee held on 16th January 2006 the
following matters were discussed; painting of the social room had been completed, CCTV upgrades are
proposed, work on the construction of the bowling green commenced on 11th January 2006, Youth Club have been
using the Pavilion however not on a regular basis, the Pavilion is now licensed however the licence does not cover
the serving of alcohol. It was proposed and seconded to accept the report of the Recreation Ground Committee
meeting of 16th January 2006

Cllr Young reported that no meeting of the Committee had been held.

Lincoln City Council – Local development framework consultation
Lincoln Southern Bypass – Correspondence had been received from Waddington PC and WASBO regarding objections to the proposed route of the Lincoln Southern Bypass and requesting support from Council on the matter. WASBO had offered to attend a meeting to address Council in Public Forum to outline concerns. Members felt the matter needed more time than Public Forum would allow it was therefore proposed and seconded that both Waddington Parish Council and WASBO be written to regarding a joint meeting to fully outline all concerns and objections.

24/2006: Items for the Agenda for the Council meeting of 7th March 2006

No items were requested for the agenda for the March meeting of Council it was suggested that Council may wish to review Standing Orders at the April meeting
There being no other business the Chairman declared the meeting closed at 8.32pm
